DFFMS tracks financial flows, investments, and value chain infrastructure across the 7 pilot states of the Special Agro-Industrial Processing Zones (SAPZ) programme.
Programme Concept
The Special Agro-Industrial Processing Zones (SAPZ) initiative is a government-enabled, private sector-led programme designed to transform Nigeria's agriculture. By developing modern infrastructure in high-potential agricultural zones, SAPZ attracts investments into food processing, reduces post-harvest losses, and connects smallholder farmers to major value chains.
DFFMS serves as the financial and fiscal monitoring backbone of this initiative, ensuring that public resources, credit facilities, and donor funding are transparently tracked to physical execution.

Governed by the NCO under the Federal Ministry of Agriculture & Food Security
Zone Infrastructure: Each zone features an Agro-Industrial Hub (AIH) containing processing facilities, power, water, and logistics, supported by multiple Agricultural Transformation Centres (ATCs) in rural areas for aggregation and extension services.
Value Chain Tracking: DFFMS maps funding directly to specific AIH and ATC projects, preventing fund diversion and providing real-time delivery reports to stakeholders.

Risk Mitigation
By tracking agricultural products from rural smallholder cooperatives (ATCs) to industrial processors (AIHs) and off-takers, DFFMS collects data that supports credit-risk scoring.
This mitigates risks like logistics blockages, supply default, and pricing volatility, giving commercial banks and index-based insurance companies the confidence to extend financing products.
Monitoring input supplies, energy stability, and processor capacity utilization inside the hubs.
Connecting farmer registration, crop status, and yield forecasting directly to de-risked finance.
Kano State
Building rice milling, tomato processing, and groundnut and sesame processing for domestic and export markets.
